Randall N. Lack
Managing Director, Element Markets LLC
Mr. Lack has been a successful entrepreneur within the emissions and alternative energy industry for almost a decade. Most recently, he helped found Element Markets LLC, a leading carbon management and alternative energy company, and currently serves as a Managing Director. Since founding Element Markets, Mr. Lack has assisted in the development of several alternative energy projects including wind, solar, and biomass energy. Mr. Lack has extensive experience in structuring transactions spanning 17 emissions trading regions and covering seven emissions commodities. In addition, Randall has transacted in the Renewable Energy Credit Markets and has had tremendous success assisting voluntary REC Purchasers.
Mr. Lack is an acclaimed speaker and media resource for Renewable Energy Credits, Greenhouse Gas Trading, Regional Emission Markets, and pending emissions legislation. He has developed regional emissions, renewable energy, and Greenhouse Gas portfolios for a wide-range of clients, from municipalities to Fortune 500 Corporations. Mr. Lack received his BBA, magna cum laude, from the University of Houston.

Nora Mead Brownell
Former Commissioner, Federal Energy Regulatory Commission
Commissioner Brownell was nominated by President George W. Bush to the Federal Energy Regulatory Commission (FERC) on April 30, 2001. She was confirmed by the United States Senate on May 25, 2001, for a term that expired June 30, 2006.
After leaving FERC, Ms. Brownell started BC Consulting and now serves as a member of the Board of Directors of Comverge, an energy technology company. She also publishes her thoughts about energy, technology and regulatory issues on her energy blog.
Ms. Brownell's tenure at the FERC reflects her longstanding and unwavering commitment to fostering competitive markets to serve the public interest. She championed the development of independent transmission organizations for wholesale power, which now represent the electricity market structure serving two-thirds of the U.S. $10 trillion economy. As a leading advocate of responsive and effective independent board governance at RTOs and corporations, Ms. Brownell is a strong proponent of FERC policies that promote investment in national energy infrastructure development.
In her travels throughout Eastern Europe, China, Brazil and other countries Ms. Brownell consults with industry and government officials on the restructuring of energy markets and the creation of independent regulatory commissions. She co-chaired the first meeting of the EU/US regulators in 2000 to foster a transatlantic energy dialogue. She was also active in the creation of ERRA, an organization of Central Eastern European and Eurasian countries working to establish independent regulatory commissions and cross border discourse.
After leaving the FERC, she has continued to participate actively with these organizations in addition to her regular work with the World Energy Forum. She has also presented at a number of International Investment Conferences.
Prior to FERC, Ms. Brownell served as a member of the Pennsylvania Public Utility Commission (PUC) from 1997 to 2001. During her time at the PUC, Ms. Brownell took an active role in the rollout of electric choice in Pennsylvania. In addition to her work in establishing the framework for one of the most successful retail electric markets in the country, Ms. Brownell was a leader in the administration of Pennsylvania's Electric Choice Consumer Education Program. Also during Ms. Brownell's tenure at the PUC, she was one of the leaders in developing public policy to develop a robust competitive telecommunications market in the Commonwealth. She has actively supported Pennsylvania's pursuit of competition in the local markets for telecommunications, deployment of advanced services, enhancement of services to rural areas, protection of consumers, and advancement of special services. Ms. Brownell has helped craft unique solutions to a number of these industry issues.
Prior to her appointment to the Pennsylvania Commission, she was Executive Director of the Regional Performing Arts Center in Philadelphia, a $200 million arts and economic development initiative. Commissioner Brownell previously served as the Senior Vice President for Meridian Bancorp, Inc.'s Corporate Affairs Unit. Prior to joining Meridian in 1987, Commissioner Brownell was Deputy Executive Assistant to former Pennsylvania Governor Richard Thornburgh. Commissioner Brownell is the former President of the National Association of Regulatory Utility Commissioners.
Ms. Brownell served on the Boards of Times Publishing Company, Millennium Bank, Foundation of Architecture, Philadelphia Free Library, Need in Deed, and Philadelphia Regional Performing Arts Center. In addition Ms Brownell has lectured at the Vermont Law School's Center for Energy and the Environment, the Michigan State University Institute of Public Utilities and at The University of Idaho. She recently joined the board of Converge, Inc. Commissioner Brownell is a native of Erie, Pennsylvania, and attended Syracuse University.
Robert G. Latoff
Director, McKinsey & Company
Rob is a Director and leads McKinsey & Company's Philadelphia Office. He led the Firm's North American Electric Power and Natural Gas Practice from 2000-2005, and is a leader of the Global Energy and Materials Practice. Since joining the Firm in 1989, Rob has served a number of clients in capital-intensive industries in the areas of strategy, operations, organization, and marketing. He has had extensive exposure to international clients and issues including assignments in Europe and Australia. Examples of his recent client engagements include:
- Developing a Nuclear Strategy to enter the US market.
- Developing an energy strategy for a highly energy-intensive basic materials company.
- Designing and leading a turnaround at a leading global energy company, including asset disposition, operational improvement, and strengthening corporate and financial control across the 100 plus global businesses.
- Driving a step-change improvement in the supply chain management and procurement practices of a regional electric power and gas utility.
- Developing a business unit strategy for newly formed subsidiary of a $4 billion energy corporation.
- Architecting the turnaround of a power marketing and trading business.
Before joining McKinsey, Rob worked for three years in the commercial printing industry as a manufacturing line manager and as a strategic planner for Pepsi Cola. He holds a Masters in Business Administration from Duke University where he graduated with distinction, and a Bachelor of Science and Engineering in Chemical Engineering from the University of Pennsylvania.

Michael Freeman
Senior Originator, Exelon
Michael S. Freeman is a senior originator with Power Team, the wholesale power marketing division of Exelon Generation Company, LLC. He works on structured transactions in connection with Exelon Generation's portfolio in PJM and MISO, and was heavily involved in the development and design of the Illinois load auction and with Exelon Generation's strategy and participation in the auction. Prior to that assignment, Mr. Freeman worked in the long-term transactions group in the Mid-Atlantic region at Power Team. As part of the origination job, he began building Exelon's renewable energy supply portfolio in 1998 with agreements with three landfill generation projects in PJM and a wastewood- burning generator in New York State. Two years later, Mr. Freeman began working on power purchase agreements with two wind generators, and by 2002 had added 154 MW (four projects) of installed wind capacity to Exelon's Mid-Atlantic supply portfolio. And over the last year he developed a power purchase agreement with a solar photovoltaic generator. He has been with Power Team since 1997, and before that was with PECO Energy Company in electric rates, special contracts, and marketing. Mr. Freeman has a B.S. from Temple University and an M.S. from the University of Pennsylvania.
Michael Liebreich
CEO, New Energy Finance
Michael Liebreich is the Founder and CEO of New Energy Finance Limited, a specialist provider of financial information and services to investors in renewable energy, low-carbon technologies and the carbon markets. Services include the New Energy Finance Briefing, the New Energy Finance Desktop (which is the world's largest database of clean energy investors and transactions), the New Carbon Finance Deep Dive, subscription-based streams of research, analysis and forecasting, reports and consultancy.
Michael is an experienced venture capitalist and entrepreneur who has helped build more than 25 companies. Before founding New Energy Finance early in 2004, he was UK Managing Director of a division of Groupe Arnault which invested $700m of technology venture capital. From 1995 to 1998 Michael was Deputy Managing Director of Associated Press Television and Founding Director of Sports News Television, the world's leading wholesale provider of sports news video. At the same time he acted as non-executive director of Interactive Investor prior to its IPO on the London Stock Exchange. Before that, Michael spent 5 years with McKinsey & Company in their London office focusing on operations and finance.
Michael has a Master of Arts in Engineering with First Class Honours from the University of Cambridge, where he won the Wyatt Prize for Engineering and the Ricardo Prize for Thermodynamics. He has MBA from Harvard Graduate School of Business, where he was a Harkness Fellow and Baker Scholar. Michael speaks fluent German and French, and good Spanish. From 1986 to 1993 he was a member of the British Ski Team, competing in the World Cup and in the 1992 Albertville Olympic Games.
Tim Rosenzweig
Vice President, Finance & Chief Financial Officer, UPC Wind
Tim Rosenzweig directs and oversees all financial activities at UPC Wind, a Boston based wind power company backed by affiliates of D.E. Shaw and Madison Dearborn. As one of the original members of UPC Wind, Tim has helped grow the business from a five person start-up to over 80 employees today. Since joining UPC Wind in 2002, Mr. Rosenzweig has led the firm's capital raising efforts, which total in excess of $1.5 billion to date. UPC Wind has raised over $850 million in construction, term and equipment financing and over $685 million in corporate equity and tax equity able to utilize tax credits generated by the projects.
Prior to his current position, he worked as a Vice President at a Nomura-backed private equity fund in New York. Before that, he was a Vice President at GE Capital Market Services group in Hong Kong, Singapore, and Stamford, Connecticut. Tim's extensive financial and international experience began in 1992, when he served as an analyst for Lehman Brothers' Utilities and Project Finance Group in New York and Hong Kong.
Tim received a Masters of Business Administration from Columbia Business School and a Bachelor of Science, Civil Engineering, from Johns Hopkins University.
Barney Rush
CEO, H2Gen Innovations
Mr. Rush has been CEO of H2Gen since July, 2003. Previously, Mr. Rush was CEO of Mirant Europe, a subsidiary of Mirant Corporation, an electric power generator and energy marketer. While in Europe, Mr. Rush served as Chairman of the Board of two Mirant affiliates: Bewag, the integrated utility serving Berlin, Germany, and WPD, a UK electric distribution company. Previous to his positions with Mirant, Mr. Rush was Executive Vice President of Oxbow Power Corporation, where he was responsible for acquisition, development and financing of gas fired and geothermal power projects in the US and internationally. Earlier, he was a Senior Vice President at Lehman Brothers in the project finance, utility, and telecommunications group. Mr. Rush holds an M.A. in Public Affairs from the Woodrow Wilson School at Princeton University and a B.A. from Harvard College.

Dr. Ulku G. Oktem
Adjunct Professor and Senior Research Fellow, The Wharton School, University of Pennsylvania (Moderator)
Dr. Oktem is an Adjunct Professor and Senior Research Fellow at the Wharton School of University of Pennsylvania. Her academic experience includes teaching "Environmental Sustainability and Value Creation" course in the Wharton MBA program as well as in overseas. Her current research efforts are focused on Sustainable Development, Biofuels, and on Development of Effective Near-miss Management Systems. In the course of her academic work, Dr. Oktem has also addressed other risk management topics, such as Mitigation of Adverse Drug Effects, and Human Behaviour and Process Reliability in Chemical Plants. Prior to joining Wharton, Dr. Oktem was an adjunct professor at the Drexel University, Engineering Management Department.
Previously, Dr. Oktem was with Rohm and Haas Company, where she managed large scale product development and manufacturing of agricultural chemicals.
Dr. Oktem began her career as Associate Director of the Chemical Division of The Marmara Research Institute of Scientific and Technical Research Council of Turkey where she established an environmental research group and directly interacted with manufacturers and government authorities.
Dr. Oktem holds B.S., M.S., and Ph.D. degrees in chemical engineering.
Stan Blazewicz
Director, Navigant Consulting
Stan Blazewicz leads the Energy Research and Technology Management group at Navigant Consulting. His team assists clients in managing and creating value from research, development and commercialization of clean energy technologies and innovations in the energy industry.
Mr. Blazewicz has 20 years experience and is an expert in energy technology management including technology assessment, strategic planning, public policy, commercialization, R&D program management, and public/private partnerships. He works with energy companies, utilities, small start-ups, large equipment suppliers and government organizations.
Mr. Blazewicz works with companies to develop strategies, write business plans, evaluate new business models and markets, and assess potential partnerships. He also leads the distributed energy technology efforts and has expertise in distributed generation, renewables, energy storage, communications and controls, power quality, demand response, and transportation technologies.
Stan received his bachelor's in electrical engineering from New York Maritime College and his master's degree in electrical engineering from George Washington University. Prior to Navigant Consulting, Stan worked for Arthur D. Little, the US Department of Energy, and Wartsila Diesel. He started his career as a nuclear submarine officer in the US Navy.
Hal LaFlash
Director of Emerging Clean Technology Policy, Pacific Gas and Electric Company
Hal LaFlash is the director of emerging clean technology policy in the energy procurement organization at Pacific Gas and Electric Company.
His duties include assessing the state of technologies that will affect how PG&E fills its future resource needs, which includes understanding, evaluating, and supporting emerging renewable energy and other clean energy technologies.
Hal has been at PG&E for 27 years where he has held various positions in energy efficiency, non-utility generation, gas transportation, resource planning, and renewable energy policy. He also held positions at PG&E Corporation in corporate development and business planning.
Hal was a member of the Solar Task Force of the Western Governors Association's Clean and Diversified Energy Initiative. He co-authored “Hedging Carbon Risk: Protecting Customers and Shareholders from the Financial Risk Associated with Carbon Dioxide Emissions,” which was published by the Electricity Journal. He is currently a co-chair of the Utility Committee of the American Council on Renewable Energy.
Hal has a Bachelor of Science in Mechanical Engineering and a Masters in Business Administration.
Saurabh Nitin
Principal, Boston Consulting Group
Saurabh Nitin joined the Dallas office of The Boston Consulting Group in 2001. Saurabh has focused primarily on the Energy and Utilities sector at BCG and is a core member of BCG's energy practice. He has gained extensive expertise across topics such as generation and marketing strategy development, environmental policy assessment and development and asset development (both renewables and non-renewables).
Prior to joining BCG Dallas, Saurabh worked with BCG Mumbai. He also interned with Deutsche Bank, Singapore as a summer intern on the currency trading desk. Saurabh has an MBA from the Indian Institute of Management, Calcutta where he majored in Finance and has a Bachelors in Electrical Engineering from the Indian Institute of Technology, Mumbai.
George E. Persky

George E. Persky was named co-president and ceo of Constellation Energy Commodities Group, Constellation Energy's wholesale sales and risk management arm, in August 2005.
Mr. Persky joined Constellation Energy in April 2001 as Managing Director and was promoted to chief commercial officer in October 2004 for Constellation Commodities Group.
Mr. Persky has more than 10 years of experience in the energy sector, working at Enron, Capital Market Risk Advisors and Goldman Sachs.
Mr. Persky earned a bachelor's degree in Finance and History from the University of Pennsylvania and an MBA-Finance from the Wharton School of Business.

Michael Valocchi
Global Energy and Utility Industry Leader, IBM Global Business Services
Michael is currently the Global Energy and Utility Industry Leader for IBM Global Business Services. In that role, he is responsible for the development and execution of the industry strategy to delivery consulting services as well as the development and direction of the Industry thought leadership. Prior to this position, Michael was a Business Strategy Partner with IBM Global Services and held a leadership position with another consulting firm.
Michael has 23 years experience serving energy and utility clients, has proven leadership skills and expertise in financial, strategic, operational and regulatory issues, and has directed, managed and delivered solutions to complex business problems and issues. Michael is an accomplished business strategist with deep experience in leading complex client projects in the areas of financial, operational and regulatory strategy. He successfully delivered projects in the areas of mergers and acquisitions, trading and risk management, cost control, financial re-engineering, asset strategy, regulatory strategies and market entry studies. Michael has in-depth financial and accounting experience in areas of mergers and acquisitions, financial reporting, SEC filings, control structures, cost allocation and rate structures.

Andrew Huemmler
Adjunct Professor, Earth and Environmental Sciences Department, University of Pennsylvania (Moderator)
Andrew Huemmler is an adjunct professor in the Earth and Environmental Sciences department at the University of Pennsylvania. He recently retired from Exelon Generation Company where he was a founding member of Exelon's wholesale trading organization, Power Team.
Andy was with Exelon and its predecessor, PECO Energy, for 20 years At PECO, Andy worked on demand-side management, marketing programs, and regulatory policy, particularly early responses to deregulation and retail competition.
At Exelon's Power Team, Andy was a senior power transactor, buying and selling wholesale electricity in northeast power markets. He served on the New England Power Pool Transmission Operating Committee and participated in the restructuring of the wholesale power market in New England.
Prior to joining PECO Energy, Andy worked in the City of Philadelphia Energy Office for the Green administration. He authored an Energy Emergency Operations Plan for the City of Philadelphia and implemented the city's first neighborhood-based energy education program.
Andy has a Bachelor of Applied Science, a Masters in City Planning, and a Ph.D. in Social Systems Sciences, all from the University of Pennsylvania. His doctoral dissertation at Wharton focused on the adoption of new regulatory technologies in the electric utility industry.
George K. Hickox, Jr.
Principal, Heller Hickox & Co.
Mr. Hickox has been a principal in the private equity firm of Heller Hickox & Co. and predecessors since 1991. The partnership was formed to make oil & gas company equity investments and is focused on transactions involving recapitalizations, restructurings, bankruptcy, workouts and special situations.
Mr. Hickox joined Texas Oil and Gas Corporation in 1981 where he held both drilling and production engineering positions. In 1983, he accepted a position at InterFirst Bank Houston, N.A., as assistant vice president in the Energy Lending Group, and subsequently worked in the bank’s energy loan workout group. Mr. Hickox worked in investment banking and energy finance from 1986 until forming his current partnership.
Mr. Hickox was Chairman of the Board and Chief Executive Officer of The Wiser Oil Company, a New York Stock Exchange listed company, from June, 2000 until the sale of the company in June, 2004 and presently serves as a Director of NATCO Group, Inc., and as a director and officer of several other private companies.
Mr. Hickox received a B.S. in Geology in 1980 and a B.S. in Petroleum Engineering in 1981, both from Texas A&M University, and an M.B.A. in Finance from the University of Houston in 1985.
Mr. Hickox is a member of the American Association of Petroleum Geologists, the Society of Petroleum Engineers and serves on the Industry Board of the Department of Petroleum Engineering at Texas A&M University. He resides in Villanova, Pennsylvania with his wife Diane and their three teenage daughters.
Greg Hopper
Black & Veatch
Mr. Hopper is Vice President in the Enterprise Management Solutions division of Black & Veatch and brings nearly twenty years of energy industry experience to the company. At Black & Veatch Mr. Hopper works with clients in the natural gas and electric generation industries, focusing on strategic and analytic services regarding capital asset investments and optimization. As part of this work he led due diligence valuations supporting three interstate pipeline acquisitions and a large LNG import terminal. Mr. Hopper leads the firm's market analysis practice and has consulted to numerous clients on regional needs for new pipeline capacity; work which ultimately led to the development of B&V's Gas Market Advisor.
Mr. Hopper holds and M.B.A. in Finance from Rice University and a B.B.A. in Accounting from the University of Texas.
Antonio de Pinho
El Paso
Mr. Pinho is Vice President International Exploration and Production, Power & Pipelines of El Paso Corporation. He joined the company in October 2004 to be responsible for the International division including the E&P, power and pipeline businesses with a value of more than US$1.5 billion. At El Paso, Mr. Pinho rationalized the company's international portfolio and divested the power plants portfolio in Asia Pacific and Central America regions, two power plants in Brazil and the E&P business in 9 countries.
Mr. Pinho has been involved in the industry business for more than 17 years. Before joining El Paso, Mr. Pinho served as Vice President, International Business Development of Devon Energy Corporation.
Mr. Pinho graduated from the University of Lisbon with a Licenciature in Geological Engineering and on his final year was awarded an Erasmus Scholarship from the European Community in University College of London. He completed senior financial and management courses at Harvard, Wharton and Cox Business School. He has been working as a volunteer at the MD Anderson Hospital and Junior Achievement.

Matthew White
Assistant Professor of Business and Public Policy, The Wharton School, University of Pennsylvania (Moderator)
Professor White received his PhD from the University of California, Berkeley in 1995 and his MA from the University of California, Berkeley in 1994. His research areas include applied econometrics, microeconomics, and market regulation and organization. Professor White's current projects include the analysis of electricity deregulation, market designs, and demand behavior and the empirical models of price discrimination and consumer choice. Since 2002, Professor White has served at Wharton where he was named Class of 1965 Wharton Term Assistant Professor of Business and Public Policy. His previous appointments include Stanford University, where he received the Distinguished Teach Award, and the University of Chicago (visiting appointment). His other positions include Faculty Research Fellow for the National Bureau of Economic Research (1996-present) and Visiting Economic Scholar for the U.S. Federal Trade Commission (2001-02).
Keith Derman
Vice President, Energy Investors Fund
Mr. Derman joined EIF in 2005. He is responsible for originating, analyzing, structuring, and closing new fund investments as well as ongoing portfolio company management. From 2002 to 2005, Mr. Derman held various roles within PSEG, including Manager of Corporate Development in PSEG Power where he worked on acquisition, divestiture and development projects for the company's 14,000 MW generation fleet. In addition, he served as Senior Enterprise Consultant in PSEG Energy Resources & Trade, where he traded energy and worked on long term supply contracts and hedges, as well as PSEG Global, where he worked on international strategy. From 1997 to 1999, he was a Senior Financial Analyst in the Acquisition and Development Group of Sunterra Corporation. From 1994 to 1996, he was an analyst in the Mergers & Acquisitions Department of Smith Barney, where he worked with financial sponsors and utilities among other clients. Mr. Derman received an A.B. in Political Science from Duke University and an M.B.A. from The Wharton School.
Mac McFarland
VP, Corporate Development, Exelon
Mac McFarland is the vice president, mergers, acquisitions, and divestitures for Exelon Corporation - one of the nation's largest electric utilities, with 5.2 million customers and revenues of more than $15 billion.
McFarland has been an officer of Exelon since 2004 and has held leadership roles in finance and the marketing and trading organizations. In his current role, he focuses on assessing strategic M&A growth opportunities. As part of Exelon's proposed merger with Public Service Electric & Gas, McFarland was responsible for developing the merger economics and deal case for the Board of Directors and Senior Management and the implementation of asset divestitures associated with the FERC and DOJ settlements for merger approval. In addition to merger related activities, he is responsible for leading asset level engagements and the development of new business opportunities, including work on Exelon's New Nuclear Project.
McFarland joined Exelon in 1999, and until 2005 was part of the wholesale marketing and trading division Power Team, where he was responsible for structuring and pricing. Prior to joining Exelon, he held various commercial finance and engineering positions in technology and Architect-Engineering-Construction firms.
McFarland holds a bachelor's degree in Environmental Engineering from Virginia Tech, and an MBA from the University of Delaware where he was a Bertuch Fellow. He received a Professional Engineer license from the State of Delaware.
McFarland is married to Cassie H. McFarland and has two daughters, Addison and Eleanore.
Jane Sadowsky
Senior Managing Director, Evercore Partners
Jane Sadowsky is a Senior Managing Director of the Evercore Partner's corporate advisory business.
Prior to joining Evercore, Ms. Sadowsky was a Managing Director in Citigroup's Investment Banking division where she focused on Power and Utility companies and was the Co-Head of Citigroup's North America Power Investment Banking group. Ms. Sadowsky started her investment banking career at Donaldson, Lufkin & Jenrette, where she spent 11 years, and left as a Senior Vice President in the Utilities Group.
Ms. Sadowsky holds a B.A. degree from the University of Pennsylvania and an M.B.A. from the Wharton School at the University of Pennsylvania. In 2004, Ms. Sadowsky was awarded the Wharton Women in Business Award for her work in mentoring and career development for women on Wall Street.
Parker Weil
Managing Director, Head of the Americas Power Group, Merrill Lynch
Parker has 18 years of investment banking experience, working on Mergers & Acquisitions, private equity investments, equity financings and debt financings for a number of companies in a variety of industries.
He currently has responsibility for managing the Merrill Lynch relationship at investor owned energy and power companies including Dominion Resources, Exelon, PSEG, Covanta, Allete and Ottertail.
In addition Parker is actively involved in identifying and financing emerging renewable energy companies.
Parker graduated with a B.A. from University of Pennsylvania and an MBA from the JL Kellogg School of Management. He currently lives in New Jersey with his wife and 3 children.
